There stats start over for ME2. Though I did hear Garrus and Tali randomly started talking on the Citadel once in ME2 about something they randomly discussed in an elevator in ME1.

Yea just your decisions you make in the first game affect what happens in the 2nd one just like the decisions you make in the 2nd will affect the 3rd game I cant wait to see what happens with that...
