On "Mass Effect Wiki" (http://masseffect.wikia.com/wiki/Achievements) I can read this on the "singularity" talent :
"Singularity Mastery (15) – Use biotic Singularity 75 times. Unlocks Singularity for use as a bonus talent "
Ok, I don't have singularity (I'm not an adept), so in order to have the bonus talent I have to ask a teammate to use his singularity skill 75 times?
Because if I can use singularity it means that I already have the talent so I don't need it as a bonus...
For a weapon that I can use but not well I can understand that doing some little practice will give a talent. I can use a weapon without having the talent for it but I can't use a biotic skill or a tech skill without have the talent for it... so what the use?

It means you'll have to play an Adept and every other class you make after unlocking it will have the option of the perk. However class also limits what skill you can use and so forth.

EX: A soldier can use throw and barrier but not lift and singularity.
